Each day, schools and school districts are responsible for providing a safe and healthy learning environment for students. Understanding how to design and maintain school buildings is an important part of supporting that environment. Mitigation, or the capabilities necessary to eliminate or reduce the loss of life and property damage by lessening the impact of an emergency, is just one way schools can work to maintain a safe and healthy learning environment, as outlined in Presidential Policy Directive 8, our nation’s approach to preparedness. Through planning and research, schools and school districts can work to understand how the safety of the school building directly impacts the health, safety, and educational experience of students and staff.

Outdoor learning provides positive outcomes in cognitive, physical and social development, and schools around the world are incorporating outdoor learning spaces in their campuses while highlighting their local environments.

 

Outdoor classrooms are seen in treetops, yurts, wigwams, greenhouses, boats and other structures. These facilities embrace the natural elements nearby and often feature nature trails, flower and vegetable gardens, as well as learning tools, such as microscopes, telescopes, water tables, butterfly boxes, and more. Whether an outdoor classroom is in rural America, the deserts of the Middle East, or the urban centers of Asia, this adaptable education model offers learners tremendous opportunity to discover their world.

 

The Education Facilities Clearinghouse (EFC) is studying best practices for the design and implementation of effective outdoor learning spaces. This presentation will: (1) review the social, psychological, and physical benefits of outdoor learning; (2) provide examples of great outdoor classrooms from around the world; (3) identify challenges to the design and construction of outdoor classrooms; and (4) develop new ideas for outdoor classroom designs and improvements. This presentation will center on the best examples of outdoor learning spaces around the globe, highlighting models that are green and sustainable. Administrators and staff members find themselves developing strategies to build trust and increase community engagement, and effective schools foster relationships with parents, local business leaders, healthcare professionals, and other citizens.

Federal departments and agencies also recognize the importance of the school-community relationship. These relationships lead to many positive outcomes, which can include increased safety and more effective emergency response strategies. In 2008 the U.S. Department of Education (ED) released A Guide to School Vulnerability Assessments to outline methods of involving local participation in conducting site assessments of education facilities. Additionally, in 2013, the U.S. Departments of Education, Health and Human Services, Homeland Security, and Justice, along with the agencies of FEMA and the FBI, jointly produced the Guide for Developing High-Quality School Emergency Operations Plans to detail an effective planning process for emergency response. This federal guide also describes a reliance on community participation to make schools safer. These two resources outline considerations for team development among school officials and community members.

The formation of these safety-centered teams for site assessments and emergency operations planning include purposeful community involvement. Many local citizens will greatly appreciate the opportunity to participate in goal-oriented teams, and community engagement with school districts will undoubtedly increase. Effective 21st century learning environments include sufficient space, flexibility of space, ample storage, avoidance of clutter, and integration of effective technology.
